What is Hellcatraz?
While the intention is to protect vulnerable households and ensure welfare is spent on essential needs, proposed measures are being complicated by legal, technical and privacy obstacles.
Harris Tsangarides, executive director of the Gaming & Casino Supervision Commission, said his department had noticed spikes in gambling activity coinciding with GMI payment dates, prompting the regulator to consider “technical solution” to cross-reference GMI beneficiary lists with casino membership records.
An issue raised by Giannis Vasiliadis, director of WBAS, was the limited access to recipients’ banking information. This limited data can hint at suspicious activity but cannot conclusively verify gambling transactions.

The deal adds Splash Tech’s free-to-play games and supplier-agnostic jackpot engine to RubyPlay’s existing portfolio of free spins, rewards, missions and tournaments. Mayor Gary Grasso confirmed the donations from Filippo “Gigi” Rovito after local outlet Patch contacted him to ask about contributions from two Burr Ridge businesses owned by Rovito, Capri Ristorante and the Are We Live nightclub.
The mayor said he was not aware of the contributions before the publication actually got in touch with him.
“Given the pending Indiana case, I have asked my Treasurer to return the donations,” Grasso said in an email to Patch. His campaign reported the contributions to the Illinois State Board of Elections on September 14.
